The Ohio Department of Job and Family Services processes federal Work Opportunity Tax Credits (WOTC) Tax Credits in accordance with the business rules established by the Internal Revenue Service and the U.S. Department of Labor. We are working hard to improve processing times. At this time, we can no longer accept emailed lists of applications that are currently in the certification/denial process. All applications will be processed in the order they were received. We appreciate your patience.
The Ohio Work Opportunity Tax Credit program has recently had an influx of Power of Attorney (POA) forms that are unable to be processed timely due to staff not being able to identify the correct Agent. This is causing confusion and delays in processing applications that are time sensitive. We respectfully ask that Agents who submit Power of Attorney forms in the body of the email include: the Agent name, Agent FEIN, Agent code assigned by Ohio WOTC or User ID and the POA attachment.
Please note: Agents acting on behalf of employers must have a valid Power of Attorney on file with Ohio WOTC prior to submitting an application through the online portal. Please remember, if the hire date is 10/1/2022 then the POA effective date must be prior to the hire date. Continue to submit the POA request to WOTC_Contact@jfs.ohio.gov. If you are unsure of the Agent code assigned to you please send an email with your FEIN, Agent name and User ID that you use to log into the Work Opportunity Tax Credit web interface at WOTC_Contact@jfs.ohio.gov.
Our office has recently noticed that some of the supporting documentation being provided for the ex-felon target group is not an acceptable form of documentation. Please remember supporting documentation must clearly show the conviction or release date. I have provided a list of acceptable documents below:
Parole Officer's Name and signed Statement on Letterhead
Correctional Institution Records
Court Records from the county website
Federal Bureau of Prisons (BOP) website
Release Papers from ODRC (received in their exit packet)
Releasee ID from ODRC (received in their exit packet)
To obtain an Ohio Department of Rehabilitation and Correction report you can contact ODRC-Records Management at 614.752.1080 or DRC.ohio.gov Bureau of Sentence Computation.
Department of Labor has advised SWA's that the updated 9061 will go live 6/1/2023. Our upload process will not change as there are no new target groups being added. You will continue to keep the form for audit purposes in your file, please make sure you are compliant and using the correct forms. Ohio will remain 100% online entry. DOL has identified other forms that will be updated in the near future. At this time, we have not received a directive from DOL on those forms but will keep you posted.
